Conway Twitty Sings (1966)- Steel Player

Hi- I'm looking for who played steel on Conway's 1966 "Sings" album and which guitar they used. I'm having trouble finding personnel info for these sessions. It's too early for John Hughey, correct? Any help would be appreciated. Thanks!

If it's Lew Houston, he's playing a guitar built by John Hughey.
2013 Williams D-10, 2019 Williams D-10, 1970 Fender Twin, Evans SE200, Fender Tonemaster Twin, Hilton pedal, Jagwire Strings.

Pedals at Pickup End of Guitar?

In that YouTube video Mr. Lew Houston seems to have his pedals located at the pickup end of his guitar. I've never seen that before.

That fist song sounds like the music is one speed and the vocals are another. Difficult for me to listen to.
